East & West MY has their own quota AP. As the demand for AP in Sarawak & Sabah (East MY) r much lower than Penisular MY, most of their APs are being bring/used in Penisular MY.
The only concern r duplication where d AP is being used in East MY and again used in West MY. Just make sure u hv all the relevant documents i.e AP and custom form. East MY AP r much cheaper than West MY due to demand & supply.
Checking with MITI is to check for the AP whether its genuine or not. There were four cases i know that used fake AP, and all four have been confiscated by custom dept. So, be extra carefull with the AP. Prior to approving yr loan, bank should verify the AP, but what they normally do is to check it with PEKEMA. But, if dealers cloned the AP, then nobody knows. So, the best way is to check it with MITI yourself, coz MITI is the issuer of the AP. Just give the chasis no#, and they will verify it.
Again, it's not easy to get the right person in MITI who will help you on this. As far as i know, they don't have dedicated staff for this service
